The Program has two main objectives:

1. Get high efficiency pumping plants in the field
2. Ensure that those plants are managed correctly

To that end, the Program includes an extensive education program, which has four main messages:

1. Know how to specify an efficient pump
2. Know how to maintain an efficient pump
3. Know how much water has to be pumped
4. Know how much water has been pumped
